Ms. Skidmore has been with Crain & Associates since 1990, and in her tenure has serviced a full spectrum of traffic and parking analyses, site planning, engineering design, and project management from concept through construction. Her unique design background provides her with a foundation to contribute insightful and creative solutions to challenging transportation projects. She has served as Project Manager for complex projects such as 8550 Santa Monica Boulevard, several UCLA projects including the Geffen Hall and Luskin Conference Center, two local Veterans Affairs health facilities, Village at Playa Vista, the Union Pacific LACTC East Extension, and the 7th Street streetscape project in Downtown Los Angeles. In addition, she has served in an advisory role for many project parking facilities with challenging issues and for which she provided expeditious and creative parking, circulation, and alternatives management solutions.

George Rhyner, PE, TE
George Rhyner has managed a wide range of transportation planning and traffic engineering projects. His recent projects involve serving on Master Plan development teams to provide input on transportation considerations, leading technical analyses of the transportation issues, developing transportation demand forecasts for a variety of modes, and managing impact analysis procedures that conform to the California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) standards. He also manages the development of transportation improvement plans – at both conceptual and construction levels — to implement alternative transportation mode improvements, traffic signal design, signing and striping plans, and street lighting improvements, as well as access configurations and parking designs for future development. George has managed the preparation of State of California Department of Transportation (Caltrans) encroachment permit application packages and final roadway improvement packages for a number of local jurisdictions, such as the County of Los Angeles, Cities of Los Angeles, Culver City, Santa Monica, and UCLA. He also has experience in presenting analyses and designs to technical groups, decision makers (including City Councils/Planning Commissions), and community groups.

Ryan Kelly, TE
Mr. Kelly has worked in the field of transportation planning and traffic engineering since 2001. He has prepared numerous transportation impact and access studies, parking studies, transportation sections of environmental documents, traffic feasibility studies, and corridor studies for a variety of public and private sector clients. He has performed analyses related to shared parking demands, traffic operations, traffic signal warrants, and construction traffic, as well as vehicle queuing calculations, sight distance analyses, and on-site circulation and safety reviews. He also has been responsible for conducting parking inventories, demand studies, access surveys, and supervising empirical data collection. He has managed traffic engineering design projects, including those requiring coordination with multiple public agencies. He is well versed in the jurisdictional requirements and procedures for transportation and parking analyses and design for jurisdictions throughout southern California.

Ms. Mau has been with Crain & Associates for over four years assisting with the preparation of transportation planning project studies for various projects throughout the Southern California region. Prior to her tenure with Crain & Associates, she worked at KOA Corporation for six years as an Assistant Planner. Her recent responsibilities include preparation and review of transportation impact studies, parking supply and demand studies, shared parking analyses, traffic circulation and access studies, mitigation monitoring reports, and traffic signal warrant analyses. She has experience using software that includes Synchro/SimTraffic, Traffix, and Highway Capacity Software (HCS).

Mr. Hendricks has contributed to the preparation of numerous transportation and circulation studies for a wide range of development projects, including residential, commercial, and institutional land uses throughout the County of Los Angeles. His involvement in recent projects has included evaluating the operations of transportation facilities using a variety of analyses, such as intersection capacity, residential roadway segment, and freeway mainline and off-ramp facility analyses. Mr. Hendricks has assisted in the preparation of traffic signal warrant analyses, parking demand studies, and transportation demand management (TDM) programs for multiple development projects. He also has experience utilizing traffic analysis and simulation software, including Synchro/SimTraffic, Traffix, and Highway Capacity Software (HCS).

Mr. Chiang has provided transportation design services for Crain & Associates for over twelve years. He specializes in the preparation of signing and striping, traffic signal, worksite traffic control, and street lighting design plans, as well as street lighting luminosity calculations. Based on his breadth of experience with plan preparation, he also has considerable knowledge of traffic signal equipment requirements and types. Mr. Chiang also provides cost estimate information for roadway improvement plan sets. Through his efficient and effective coordination with agency staff, Mr. Chiang has prepared and received approval of construction plan sets for projects throughout Southern California under a multitude of jurisdictions. He is also well versed in the preparation of graphics, presentation materials, and conceptual mitigation plans.

Mr. Villegas has been an AutoCAD specialist with Crain & Associates for over four years and has worked in the field for over twenty years. He is tasked with working on various traffic design projects located throughout the greater Los Angeles region. His work generally involves conducting extensive research for as-built and base plans, performing field work, and utilizing his AutoCAD skills to prepare plans. He provides valuable support in the preparation of traffic signal design, signing and striping, street lighting, and traffic control plans.

Ms. Lewis has been with Crain & Associates for nearly eight years. Her background in software application design coupled with her computer expertise makes Ms. Lewis an important asset to the Crain & Associates team. She has conducted comprehensive field observations and measurements in order to define accurately parking layouts for multiple facilities and projects. In conjunction with Crain staff, she has prepared parking facility layout modifications allowing for the addition of parking spaces, enhanced circulation and refined access/egress. Ms. Lewis has conducted substantial research on parking equipment vendors and their product specifications, and she has created complex comparisons of these to facilitate client decision-making. She has also spearheaded the preparation and processing of project permit applications with the City of Los Angeles, the County of Los Angeles, the State of California Department of Transportation (Caltrans), and the City of Santa Monica. Ms. Lewis brings with her years of project management experience which has afforded her the ability to prepare MS Project schedules and track Crain’s design projects. Recently, she has also taken on the additional responsibility of assisting with preparations of signal, street lighting, and work site traffic control plans as an Associate Designer.

Laurie Content has been an integral member of Crain & Associates since its inception, developing many of its original business systems and functions. Currently, she is responsible for developing and facilitating project budgets and other financial operations. Through collaboration with the office staff, Laurie coordinates work flow and project deliverable schedules, supervises contract review and negotiations, and facilitates proposal preparation. Laurie also works with staff on various accounting matters in order to maintain efficient business operations.

Elila Wong-Pizante is a Corporate Accountant at Crain & Associates specializing in finance/banking and accounting. Elila has been a dedicated and loyal employee since 2007. She manages all Accounts Payable and Accounts Receivable activities, payroll and benefits functions and a myriad of office management responsibilities. She is currently undertaking additional corporate responsibilities related to Human Resource Management. Prior to coming to Crain & Associates, Elila was in the banking industry for 13 years where she held various positions.
